* We support the NC SAVE$ proposal, which calls for an independent (non-utility) administrator for a state wide energy efficiency and conservation program. An independent program avoids the conflict of interest created when utilities are responsible for implementing energy efficiency programs. Funded by a small fee on monthly electricity bills, such a program could general $100 million each year to help North Carolina citizens reduce their energy use and pay lower electricity bills. * We have endorsed the Waxman Principles that outline standards to "guide Congress as it produces legislation to establish an economy-wide mandatory program to address the threat of global warming". In the coming year, Congress will likely pass legislation to address climate change, and we believe this set of principles will result in legislation that will result in real, positive change.
